Jakarta, June 27, 2020. For the first time, the Clean Ciliwung Movement (GCB) initiated the River waste processing program into energy in the form of briquettes / pellets called the River Ciliwung Clean Waste Procession Site (TOSS-GCB). The briquette / pellet can be used for daily fuel as a substitute for kerosene and even LPG, both for the needs of industries that use boilers such as textile factories, fertilizers, and power plants. Specifically, this program is designed to process river waste into electricity and intended for communities along the Ciliwung River with the synthetic gas (syngas) as the final product which is capable of being fuel substitutions for generator / diesel. The electricity generated from the TOSS-GCB installation unit will be used to operate the pump and river water purification machine so that it is suitable for bathing, washing, toileting (MCK) needs. The main target of this program is to improve the river water quality and restore the function of the river as raw material for clean water. The TOSS-GCB unit can be replicated, so that in each location of the Ciliwung Care Community (KPC), MCK facilities are provided, as well as processing and utilizing the surrounding waste into electrical energy to operate the TOSS GCB installation.

TOSS-GCB is a collaborative program between GCB and the central government through the Ministry of Environment and Forestry; Provincial Government of DKI Jakarta; State Owned Enterprises through a subsidiary of PT PLN (Persero), namely PT Indonesia Power; Regionally Owned Enterprises through PDAM DKI Jakarta; private companies, namely PT Indofood Sukses Makmur Tbk (Indofood); and a start-up company in the supply-value chain for new and renewable energy named Comestoarra.com. This program was inaugurated by the Director General of Pollution and Environmental Damage Control, Ministry of Environment and Forestry, M.R. Karliansyah, on June 27, 2020.

According to the Chair of GCB, Peni Susanti, the purpose of establishing the GCB was to raise public awareness in maintaining cleanliness and preservation of the Ciliwung River flow. The non-profit organization, which was founded in 1989, is also expected to be able to become an educational and tourism facility for the wider community, especially those in the Ciliwung River Basin. Peni added that the Ciliwung River has long been used as raw material for drinking water. Unfortunately, the Ciliwung River which is expected to become one of the symbols and storefronts of the city of Jakarta has been polluted with garbage, both plastic, domestic households, and also biomass. Through the TOSS-GCB program, Peni hopes that all stakeholders along the Ciliwung River restore the function of the Ciliwung River as a source of clean water. The efforts that have been carried out so far have been limited to cleaning up trash that has entered the river. Through educational efforts carried out by each KPC community these preventive measures will be encouraged and also to prevent the community from throwing garbage into the river, but to the TOSS GCB units. With the reduction of garbage entering the river, the recovery of the river water as raw material for clean water will be faster. In fact, people along the river will also benefit from clean water from the river that has been cleared using energy derived from the river waste itself.

As a private company that helped develop the TOSS-GCB Program, PT Indofood Sukses Makmur's Head of Corporate Communications Division Stefanus Indrayana said Indofood's active role in environmental preservation was summarized in the Corporate Social Responsibility, Protecting the Environment program. Indofood supports various efforts undertaken in the context of preserving the environment through waste management, especially if the effort is carried out by carrying out the Extended Stakeholder Responsibility (ESR) approach. This approach allows all parties to work together according to their respective capacities and competencies so as to produce a more significant impact. This TOSS-GCB is one of the initiatives to maintain the cleanliness and preservation of the Ciliwung River which has an important function for Jakarta. It is expected that with the increasing number of TOSS along the Ciliwung River, the community can get better education to maintain river cleanliness. If there is garbage collected, it can be processed into things that provide added value to the community. Simultaneously will reduce the garbage flowing into the sea.

Waste management, especially in the capital area, generally uses the 3P method (collection, transportation and disposal). Over time, there are many technologies to process the waste, including compost, black soldier fly (Hermetia illucens), digesters, and plastic waste recycling. But for river waste, there are obstacles on the side of collection and transportation of waste, especially if the waste is a type of biomass with large and solid dimensions so that processing becomes a challenge. According to Ahmad Jidon, supervisor of the Ciliwung River in the Tanah Abang area, most of the waste is shipped as biomass which includes wood, bamboo and grasses. With the TOSS-GCB program the biomass waste can be converted and even provide added value in the form of heat energy and electricity, so that waste does not flow and accumulate downstream of the River. The TOSS-GCB program will provide 3 (three) main benefits. First, it is MCK so that it is able to minimize siltation of wells due to groundwater exploration which is very large. Second is to use it to wash machines, tools, vehicles. Third, watering plants and being able to be a source of water for environmentally friendly vegetable farming in verticultural installations.

Solution to the Trash Problem by the work of the Nation's Children

TOSS-GCB is a societal / community-based waste (household and biomass) management concept that was conceived by Supriadi Legino using biodrying technology and developed into the innovation of Sonny Djatnika Sundadjaja.The TOSS-GCB process begins by putting garbage into a 2x1,25 x1.25 m3 bamboo box (equivalent to 1 ton of waste) without the hassle of sorting. The waste in the bamboo is then watered with a bio-activator that will make the waste shrink by 50 percent and dry with a moisture level below 20 percent within 7 days. Furthermore, the waste that has gone through the biodrying process is ready to be made into energy raw material, in the form of briquettes / pellets with caloric values equivalent to coal. Supriadi said that briquettes / pellets are vegetable coal products that can be used as raw material for coal blends in the industry, especially in electricity generation. At present PLN has issued a directors regulation for the use of biomass as cofiring in steam power plants with specified technical and environmental requirements. However, while waiting for the rules of briquette / pellet trading from the government, TOSS-GCB briquettes / pellets can be used for the local community through KPC by converting to syngas through the gasification process. Supriadi emphasized that syngas can be used as a substitute for gasoline in a generator or diesel in diesel engines, and that electricity can be used to purify water for MCK and other electricity-based needs.

TOSS-GCB, which is the work of the nation's children, also has noble values for the community, society, government and companies, in efforts to preserve the environment because in addition to reducing the use of fossil energy, TOSS can also be an alternative solution to the critical waste problem due to the limited capacity of landfills. This is a major contribution to reducing Green House Gasses (GHG) emissions due to reduced methane gas from landfill piles. From the social side, the TOSS-GCB model that fully utilizes domestic technology and equipment can empower the surrounding community and open employment both as an operator of the TOSS-GCB unit and its supporting industries.

Peni and Supriadi hopes that the TOSS-GCB program can be replicated by all communities along the Ciliwung River with full support from the central government, the provincial government, and business entities. In its development, the TOSS-GCB will be equipped with a hybrid renewable energy installation by combining briquette / pellet-fuel, Gasfication Diesel / Genset with solar panels, wind turbines, and micro hydro. Peni emphasized that the aim of TOSS-GCB is to clean up waste and achieve the GCB vision to make the Ciliwung River a source of clean water. Therefore, electricity as a TOSS GCB product is a bonus for the efforts of all stakeholders in resolving river problems, especially in Ciliwung.

Furthermore, the TOSS GCB unit located at Jalan Penjernihan I, Karet Tengsin, Tanah Abang District, Central Jakarta, DKI Jakarta 10250, will be used as a training and environmental tourism site where the initial activities will begin in early July 2020 with priority for KPC activists.
